A complete administration platform and public website built around three essential requirements: GIGW-aligned development, WCAG 2.2 Level AA accessibility, and readiness for STQC audit and certification.
The challenge
A government platform has obligations beyond publishing.
A leading Government of India scientific research organization needed a public digital presence that could communicate complex scientific work while meeting government requirements for transparency, accessibility, multilingual access, security and content governance.
The platform had to make statutory and public-interest information easy to find, keep vacancies and procurement information current, support citizens using assistive technologies, and give authorized teams controlled tools to manage a large database-backed content and document estate.

The solution
Built end to end, from administration to public experience.
Arctech designed and built the complete platform from scratch in V1: a custom web-based backend for authorized administrators and content teams, together with the multilingual public-facing website. We subsequently enhanced the product through V2 and now V3, evolving its architecture, functionality, user experience, accessibility and security.
The backend gives designated teams structured control over research content, statutory information, vacancies, procurement, documents, news, events and public services. Shared authentication, localization, data access, logging and publishing foundations help teams keep information timely, governed and consistent without requiring developer intervention for routine updates.
Public website
Accessible discovery of research, people, publications, facilities, opportunities and government information in English, Hindi and Marathi.

Role-aware administration for institutional content, disclosures, documents, events, services and operational data.

Delivery began with the ground-up implementation of the backend administration module and public website. Incremental releases then evolved both sides of the platform together through V2 and V3.
Compliance was treated as an engineering responsibility throughout the platform—not as a final-stage checklist. The work combines government publishing requirements, inclusive interaction patterns, security controls, multilingual delivery, content governance, and formal audit preparation.
GIGW-aligned development
The website follows the Guidelines for Indian Government Websites across public information, statutory disclosures, navigation, multilingual content, document publishing, security, and content governance.
WCAG 2.2 Level AA
The public experience is built to conform to WCAG 2.2 Level AA, including semantic structure, keyboard access, visible focus, sufficient contrast, reduced-motion support, accessible controls, and clearly labelled documents.
STQC certification readiness
The website has been prepared for STQC audit and certification. Formal audit, review, and remediation are currently in progress with an approved auditor.
